Soil & Water Conservation District Secretary / Treasurer
The Wyoming County Soil and Water Conservation District is seeking a highly organized, detail oriented, and dependable professional to serve as Conservation District Secretary / Treasurer. The Soil and Water Conservation District Secretary/Treasurer is an administrative position involving responsibility for coordinating the District’s financial, payroll, personnel, Board support, office administration, and public relations functions. The incumbent serves as District Treasurer and Secretary to the Board of Directors and independently performs and coordinates routine accounting, payroll, human resources, recordkeeping, and administrative activities in accordance with applicable laws, regulations, Board policies, and established procedures. Work is performed under the general supervision of the District Manager, with considerable leeway permitted for the exercise of independent judgment in completing assignments, establishing priorities, and managing workflow. The Board of Directors retains responsibility for establishing fiscal, accounting, and personnel policies. Matters requiring policy decisions, personnel actions, significant financial commitments, or exceptions to established procedures are referred to the District Manager or Board of Directors for review and approval. The salary range begins at $48,000 - $52,000 per year based on education, qualifications, and prior work experience. Benefits include Health Insurance, Vacation Leave, Sick Leave, Personal Leave and enrollment in the NYS Retirement System. Special requirements of the position include: possession of a valid NYS Drivers License, and ability to work occasional evenings / weekends and overnight travel. This is a provisional appointment that may become permanent upon successful completion of a six-month probationary period and satisfactory demonstration of the required knowledge, skills, abilities, and job responsibilities. TYPICAL WORK ACTIVITIES: The typical work activities listed below are representative of the duties performed by incumbents in this title. The omission of a particular activity does not preclude its performance if it is related to the position.
- Administers all phases of the District’s payroll process, including calculating and processing wages, deductions, taxes, retirement contributions, benefit deductions, and other payroll related transactions;
- Prepares and submits required payroll reports, tax filings, retirement reports, W-2s, 1099s, and other quarterly and year-end reports;
- Administers employee benefits, leave accruals and usage, personnel records, and workers’ compensation, unemployment, and disability matters;
- Responds to employee questions regarding payroll, compensation, benefits, leave, and personnel policies;
- Implements approved personnel, payroll, and benefit actions and refers matters requiring management or Board authority to the District Manager or Board of Directors;
- Coordinates recruitment, appointment, onboarding, salary and benefit changes, and other personnel processes in accordance with Civil Service requirements and District policies;
- Receives, deposits, safeguards, and disburses District funds for authorized purposes and maintains the required books, records, and supporting documentation;
- Processes accounts payable and accounts receivable, performs bank and account reconciliations, and maintains ledgers and other financial records;
- Prepares financial statements, budget information, expenditure and revenue reports, and required monthly, annual, and regulatory financial reports;
- Monitors the financial activity of District grants, contracts, programs, and special accounts and maintains documentation necessary for reporting, reimbursement, and audit purposes;
- Assists with the preparation and administration of the annual budget and provides records, reports, and other assistance during financial audits;
- Serves as Secretary to the Board of Directors by preparing agendas, meeting materials, minutes, financial reports, correspondence, and official Board records, including the permanent minute book;
- Coordinates Board and District meetings, schedules, communications, attendance records, training information, and other administrative arrangements;
- Serves as Records Management Officer and maintains financial, personnel, Board, program, and administrative records in accordance with applicable records-retention requirements;
- Provides confidential administrative and secretarial support to the Board of Directors, District Manager, and District staff and coordinates routine office workflow, correspondence, scheduling, filing, mail, supplies, equipment, and inventory;
- Responds to telephone, written, and in-person inquiries and provides general information and assistance to employees, officials, vendors, partner organizations, and the public;
- Prepares, edits, and distributes reports, newsletters, press releases, correspondence, policies, and other informational materials and assists with maintaining the District’s website, social media, and mailing lists;
- Assists with grant and fee-for-service proposals, contracts, annual plans, reports, conservation programs, educational activities, workshops, tours, and other District events and projects;
- Maintains familiarity with laws, regulations, policies, procedures, and technology applicable to assigned financial, personnel, and administrative responsibilities and attends training as required.
MINIMUM QUALIFICATIONS: Either:
A. An Associate’s degree or higher in accounting, finance, business administration, business management, human resources management, public administration, or a closely related field, and two (2) years of full-time paid experience in payroll administration, human resources or personnel administration, accounting, bookkeeping, or financial recordkeeping; or
B. Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid experience as described in A above; or C. An equivalent combination of training and experience as defined by the limits of A and B above.
NOTE: Qualifying experience must have included responsibility for the preparation and processing of employee payroll.
